In 2006, the Sustainability Trust received funding from the Minister for the Environment's Sustainable Management Fund to develop a community based climate change mitigation and sustainable energy programme in Porirua City.

Designed to assist Porirua residents to combat climate change by reducing energy use within their own homes, Energy Savers Porirua provided residents with practical solutions to energy efficiency issues whilst enabling them to save money and become a more sustainable community.

The Energy Savers Porirua team developed a community-focused and grass-roots approach to encourage energy efficiency in the home. Following consultation with the local community and research into similar initiatives in NZ and abroad, we formulated the following broad objectives:

  • To increase community awareness of climate change & energy issues through education and public events

  • To provide a one-on-one home energy efficiency auditing service

  • To develop the capacity of community groups to create their own local response to climate change that would carry on after project completion

ESP implemented its energy efficiency program based on a Voluntary Behavior Change (VBC) model of community engagement. As opposed to providing media publicity, advertising, and resource packs , a VBC approach works directly in small groups and one-on-one to meet individual and community concerns around energy efficiency. Using the VBC approach, three distinct elements were developed: the Energy Doctor Service, Energy efficiency presentations at fairs and community groups' meetings, and a Schools' Education Program. These strategies were developed specific to the needs of the residents of Porirua City.
